Executive Briefing — Start Here
Oʻahu Hawaii — ACM Community Intelligence Briefing

A decision-maker summary of Oʻahu's 2028 waste infrastructure crisis and Carbotura's Advanced Circular Manufacturing partnership opportunity. Written for elected officials, senior officers, and engaged residents. Five key findings, accountability pathways, and named contacts.

Waste Intelligence Report
Oʻahu, Hawaii Waste Industry Intelligence Report 2025

Full 13-section analysis of Oʻahu's solid waste sector — market structure, operator landscape, regulatory record, cost analysis, and financial liabilities. Primary data source for the EIR & Proposal. WGSL closure timeline, H-POWER dependency, and liability quantification.

EIR & Partnership Proposal
Oʻahu Hawaii — ACM Economic Impact Report & Partnership Proposal

Complete three-tier proposal with Status Quo analysis (SQ1–SQ5), Economic Impact Report (EIR1–EIR7), Proposal sections (P0–P5), and full appendices including P&L, balance sheet, cash flow, and 24-source bibliography.

A Partnership Built Around the 2028 Deadline

Waimanalo Gulch Sanitary Landfill must cease operations by March 2, 2028, under a binding State Land Use Commission order. No replacement landfill has been permitted. H-POWER's combustion ash — approximately 150,000 tons per year — will have no legal disposal route on Oʻahu from that date.

Carbotura proposes an Advanced Circular Manufacturing facility that accepts Oʻahu's community-sourced feedstock as manufacturing input — with near-zero residuals to landfill by design — while delivering a Circular Royalty™ back to the community beginning 13 months after first feedstock delivery.

This is a Stage 1 document suite. All financial projections are illustrative estimates produced by Carbotura Inc. as an interested commercial party. Independent financial, legal, technical, and procurement advice is required before any decision.
